Ho-Chunk Preference
Location: Black River Falls, WI
Position: GIS Specialist
Department: Heritage Preservation – Division of Natural Resources
Salary: Grade Level 14
Supervisor: GIS Coordinator

Summary:
Expanding GIS data and use within the HCN (Ho-Chunk Nation) by establishing the cooperative sharing of geographic information.

Duties and Responsibilities:
1. Apply expertise to provide training, access, guidance, and support in GIS, IMS (Internet Map Server), and DGPS (Differential Global Positioning System) to all HCN Depts. such as Natural Resources, Planning, Housing, Cultural Resources, Environmental Health, and Register of Deeds.
2. Maintain efficient exchange of accurate geographic information within the HCN and with outside agencies, while eliminating redundancy.
3. Complete assigned GIS analysis projects and provide cartographic data as decision-making tools.
4. Collect, download, and edit DGPS data.
5. Participate in GIS seminars and attend training to maintain and enhance GIS skills.
6. All other duties as assigned by supervisor.

Required Skills and Abilities:
1. Must have skills to perform GIS analysis utilizing ESRI GIS software.
2. Must have strong computer skills and knowledge of cartographic map design, general graphic design, charts, tables, and reports.
3. Firm understanding of remote sensing, photogrammetry, land use map reading and interpretation, DGPS, GNSS, GPR (Ground Penetrating Radar), legal descriptions, CSM’s (Certified Survey Maps), and land surveying.

Minimum Qualifications: (Required Knowledge and Experience)
1. Must possess a minimum of a (4) four-year degree in a GIS-related field such as Geography, Earth Science, Engineering, Biology, or Natural Resources. At least 12 – credit hours must have been directly related to GIS (e.g. GIS, remote sensing, cartography, geographic field data collection, etc.). An equivalent combination of education and experience will be considered (e.g. associates degree in GIS plus two years experience).
2. Must have work experience with GIS software preferably ArcGIS.
3. Must have experience collecting, downloading, and editing DGPS field data, preferred experience with Trimble hardware and TerraSync/Pathfinder software.
4. Must be proficient with Microsoft Office Suite (Word, Excel, and Access), database management software, and web design software.
5. Must have a valid Wisconsin driver’s license, proof of insurance, and reliable transportation.

Working Conditions:
Office work: 90% of the time, sitting stationary in laboratory setting for most of workday.
Field work: 10% of the time, should be able to handle a high level of physical activity while carrying a 10-pound field backpack over non-level terrain such as forests, hills with greater than 30 % slope, wetlands, and agricultural fields.
