Like most GIS Programs we are working to provide user-friendly and accessible maps to everyone within our organization, not just GIS users. Tribal employees, Managers, Executive office, and Tribal Council all want access to an easy to use program that will provide reference and project planning maps. We are in the processing of setting up our enterprise server. What is the best way to provide interactive maps and information to non-GIS users? I have looked into ArcGIS Viewer for Flex as well as the free GIS Viewer ArcGIS Explorer. Any recommendations?

I have been using ArcGIS Online to make non proprietary maps for other departments within the Tribe. It has been fairly successful. Currently our GIS department is working on a Portal implementation which excites me (so I can start using proprietary data because its installed on our servers instead of ESRI Servers). Plus it works with the ArcGIS app on mobile devices. I've played with ArcGIS Explorer and I don't like it. Feels clunky and a failed attempt at recreating Google Earth.
