G. Couch,
I watched the webinar on this subject and have a question.
Is the Project coming up with a standard to go by in collecting data for the tribal entities?

At the beginning of our address collecting, we went by drawing everything on a big sheet of paper. Our emphasis was on getting from point A to point B within the Emergency Services; fire dept. Than we were able to get a CAD drawing of the communities to use for our collection.
We came across the South Dakota Rural Addressing Standard, we started using this standard to start with. Around this time, 2006, we got introduced to ArcGIS and have been using it since.
In the last few years, we started coordinating our efforts with Navajo County E911 and the state of Arizona E911. What we did in the past, using the South Dakota standard was in-line with the requirements of the state and county standards.
At this time, we are at the 98% accuratecy with our information.
Our tribe does not have a standard to go by, so we are using the NENA standards for now (National Emergency Number Association).
